It is indexed by search engines, recommended by algorithms, discussed on social media, quoted in newsletters, interpreted by specialists, summarised by artificial intelligence and shared through private conversations before eventually becoming part of someone’s understanding of the world. Public understanding increasingly emerges from the relationships between institutions rather than from the actions of any one institution in isolation.
Informed citizens emerge not from individual institutions but from the relationships between journalism, universities, public institutions, technology and civil society.
