SIR-2026 Concludes in Koraput District; Final Voter List Published

The Special Intensive Revision (SIR)-2026 process for the voter list has concluded in Koraput district. Today, on September 21, 2026, the final voter list was published in the presence of representatives from all national and state-level political parties in Koraput district.

The entire SIR-2026 process in Koraput district was carried out in accordance with the rules, guidelines, and directives prescribed by the Election Commission of India. While the SIR-2026 process commenced on May 20, 2026, the door-to-door enumeration work was conducted from May 30 to June 28, 2026. The draft voter list was published on July 5, 2026. At that time, there were a total of 9,04,134 voters across the five Assembly constituencies of Koraput district.

The constituency-wise voter count in the draft list was—

* 141–Laxmipur: 1,64,059

* 142–Kotpad: 1,97,652

* 143–Jeypore: 1,93,290

* 144–Koraput: 1,73,053

* 145–Pottangi: 1,76,080

The phase for filing claims and objections, as well as their disposal, continued from July 5 to September 17, 2026. During this period, a total of 2,12,281 voters were identified for hearings at the AERO level, and 100% of the hearings were completed by August 30, 2026.

In this process—

1. 42,877 voters were identified as unmapped against the 2002 final SIR. 2. Various discrepancies or errors were identified while mapping the records of 1,69,404 voters against the 2002 voter data. These included inconsistencies regarding names, names of relatives, dates of birth/age, and addresses.

These hearings were conducted at AERO offices—such as Block offices, Tehsil offices, Municipality/NAC offices, and select Panchayat offices. Hearings were also held via video conferencing for voters unable to appear in person.

During the claims and objections phase, 5,685 new voters were added to the electoral roll via Form-6, while the names of 1,255 voters were removed due to reasons such as death, prior registration, migration, and DSE (Demographically Similar Entries). Following the publication of the final electoral roll, there are a total of 9,08,564 voters across the five Assembly constituencies of Koraput district. The constituency-wise figures are as follows:

* 141–Laxmipur: 1,64,477

* 142–Kotpad: 1,98,215

* 143–Jeypore: 1,94,856

* 144–Koraput: 1,74,450

* 145–Pottangi: 1,76,566

Of the total 9,08,564 voters, there are 4,66,919 female voters (51.39%), 4,41,572 male voters (48.60%), and 73 transgender voters (0.01%).

You can verify your details in the final electoral roll (SIR–2026) by contacting the concerned Booth Level Officer (BLO) or by visiting the CEO Odisha website. A provision for appeal exists following the publication of the final list. Voters who participated in the hearing regarding claims and objections for SIR-2026 but are dissatisfied with the decision of the concerned ERO/AERO may file a first appeal with the First Appellate Authority—the District Election Officer-cum-Collector, Koraput—within 15 days from the date of publication of the final electoral roll.

A second appeal may be filed with the Chief Electoral Officer, Odisha. This second appeal must be submitted within 30 days from the date of the order issued by the District Election Officer-cum-Collector, Koraput. The appellant may file the appeal through a self-signed memorandum or send it via registered post within the stipulated timeframe. Various political parties actively participated in all phases of SIR–2026 in Koraput district. Through their appointed Booth Level Agents (BLAs), they assisted in tasks such as identifying deceased, migrated, and duplicate voters; verifying the draft electoral roll; and attending various review meetings related to SIR–2026.

The core guiding principle and operational objective of SIR–2026 was: "No eligible voter shall be left out of the electoral roll, and no ineligible person shall be included in it."

ଓଡ଼ିଶା ସମେତ କୋରାପୁଟ ଜିଲ୍ଲାରେ ସ୍ୱତନ୍ତ୍ର ଗଭୀର ଭୋଟର ତାଲିକା ସଂଶୋଧନ (Special Intensive Revision–SIR), ୨୦୨୬ ପ୍ରକ୍ରିୟା ସମାପ୍ତ ହୋଇଛି। ଆଜି, ୨୧ ସେପ୍ଟେମ୍ବର ୨୦୨୬ରେ କୋରାପୁଟ ଜିଲ୍ଲାର ସମସ୍ତ ଜାତୀୟ ଓ ରାଜ୍ୟସ୍ତରୀୟ ରାଜନୈତିକ ଦଳର ପ୍ରତିନିଧିମାନଙ୍କ ଉପସ୍ଥିତିରେ ଚୂଡ଼ାନ୍ତ ଭୋଟର ତାଲିକା ପ୍ରକାଶ ପାଇଛି।

ଭାରତ ନିର୍ବାଚନ ଆୟୋଗଙ୍କ ନିର୍ଦ୍ଧାରିତ ନିୟମ, ମାର୍ଗଦର୍ଶିକା ଓ ନିର୍ଦ୍ଦେଶାନୁଯାୟୀ କୋରାପୁଟ ଜିଲ୍ଲାରେ SIR–୨୦୨୬ର ସମଗ୍ର ପ୍ରକ୍ରିୟା ସମ୍ପନ୍ନ ହୋଇଛି। SIR–୨୦୨୬ ପ୍ରକ୍ରିୟା ୨୦ ମେ ୨୦୨୬ରୁ ଆରମ୍ଭ ହୋଇଥିବାବେଳେ, ଘରକୁ ଘର ଯାଇ ଗଣନା କାର୍ଯ୍ୟ ୩୦ ମେରୁ ୨୮ ଜୁନ ୨୦୨୬ ପର୍ଯ୍ୟନ୍ତ କରାଯାଇଥିଲା। ୫ ଜୁଲାଇ ୨୦୨୬ରେ ଖସଡ଼ା ଭୋଟର ତାଲିକା ପ୍ରକାଶ ପାଇଥିଲା। ସେତେବେଳେ କୋରାପୁଟ ଜିଲ୍ଲାର ୫ଟି ବିଧାନସଭା ନିର୍ବାଚନମଣ୍ଡଳୀରେ ମୋଟ ୯,୦୪,୧୩୪ ଜଣ ଭୋଟର ଥିଲେ।

ଖସଡ଼ା ତାଲିକାରେ ନିର୍ବାଚନମଣ୍ଡଳୀୱାରୀ ଭୋଟର ସଂଖ୍ୟା ଥିଲା—

* ୧୪୧–ଲକ୍ଷ୍ମୀପୁର: ୧,୬୪,୦୫୯

ଦାବି ଓ ଆପତ୍ତି ଦାଖଲ ଏବଂ ନିଷ୍ପତ୍ତି ପର୍ଯ୍ୟାୟ ୫ ଜୁଲାଇରୁ ୧୭ ସେପ୍ଟେମ୍ବର ୨୦୨୬ ପର୍ଯ୍ୟନ୍ତ ଚାଲିଥିଲା। ଏହି ସମୟରେ ମୋଟ ୨,୧୨,୨୮୧ ଜଣ ଭୋଟରଙ୍କୁ AERO ସ୍ତରରେ ଶୁଣାଣି ପାଇଁ ଚିହ୍ନଟ କରାଯାଇଥିଲା ଏବଂ ୩୦ ଅଗଷ୍ଟ ୨୦୨୬ ସୁଦ୍ଧା ୧୦୦% ଶୁଣାଣି ସମ୍ପନ୍ନ ହୋଇଥିଲା।

ଏଥିରେ—

1. ୪୨,୮୭୭ ଜଣ ଭୋଟରଙ୍କୁ ୨୦୦୨ ମସିହାର ଶେଷ SIR ସହିତ ମ୍ୟାପ୍ ହୋଇନଥିବା ଭୋଟର ଭାବେ ଚିହ୍ନଟ କରାଯାଇଥିଲା।

2. ୧,୬୯,୪୦୪ ଜଣ ଭୋଟରଙ୍କ ମାମଲାରେ ୨୦୦୨ ମସିହାର ଭୋଟରଙ୍କ ସହିତ ମ୍ୟାପିଂ କରାଯିବା ସମୟରେ ବିଭିନ୍ନ ଅସଙ୍ଗତି/ତ୍ରୁଟି ଚିହ୍ନଟ ହୋଇଥିଲା। ଏଥିରେ ନାମ, ସମ୍ପର୍କୀୟଙ୍କ ନାମ, ଜନ୍ମତାରିଖ/ବୟସ, ଠିକଣା ଆଦିରେ ଥିବା ଅସଙ୍ଗତି ଅନ୍ତର୍ଭୁକ୍ତ।

ଏହି ଶୁଣାଣିଗୁଡ଼ିକ AERO କାର୍ଯ୍ୟାଳୟ ଯଥା ବ୍ଲକ କାର୍ଯ୍ୟାଳୟ, ତହସିଲ କାର୍ଯ୍ୟାଳୟ, ପୌରପାଳିକା/NAC କାର୍ଯ୍ୟାଳୟ, କେତେକ ପଞ୍ଚାୟତ କାର୍ଯ୍ୟାଳୟରେ କରାଯାଇଥିଲା। ଶାରୀରିକ ଭାବେ ଉପସ୍ଥିତ ହୋଇପାରିନଥିବା କେତେକ ଭୋଟରଙ୍କ ପାଇଁ ଭିଡିଓ କନଫରେନ୍ସ ମାଧ୍ୟମରେ ମଧ୍ୟ ଶୁଣାଣି କରାଯାଇଥିଲା।

ଦାବି ଓ ଆପତ୍ତି ପର୍ଯ୍ୟାୟରେ ଫର୍ମ–୬ ମାଧ୍ୟମରେ ୫,୬୮୫ ଜଣ ନୂତନ ଭୋଟରଙ୍କୁ ତାଲିକାରେ ସାମିଲ କରାଯାଇଥିବାବେଳେ, ମୃତ୍ୟୁ, ପୂର୍ବରୁ ନାମ ଥିବା, ସ୍ଥାନାନ୍ତରଣ ଏବଂ DSE (Demographically Similar Entries) ଆଦି କାରଣରୁ ୧,୨୫୫ ଜଣ ଭୋଟରଙ୍କ ନାମ ବାଦ ଦିଆଯାଇଛି।

ଚୂଡ଼ାନ୍ତ ଭୋଟର ତାଲିକା ପ୍ରକାଶ ପରେ କୋରାପୁଟ ଜିଲ୍ଲାର ୫ଟି ବିଧାନସଭା ନିର୍ବାଚନମଣ୍ଡଳୀରେ ମୋଟ ୯,୦୮,୫୬୪ ଜଣ ଭୋଟର ଅଛନ୍ତି। ନିର୍ବାଚନମଣ୍ଡଳୀୱାରୀ ସଂଖ୍ୟା ହେଉଛି—

ମୋଟ ୯,୦୮,୫୬୪ ଜଣ ଭୋଟରଙ୍କ ମଧ୍ୟରୁ ୪,୬୬,୯୧୯ ଜଣ ମହିଳା ଭୋଟର (୫୧.୩୯%), ୪,୪୧,୫୭୨ ଜଣ ପୁରୁଷ ଭୋଟର (୪୮.୬୦%) ଏବଂ ୭୩ ଜଣ ତୃତୀୟ ଲିଙ୍ଗ ଭୋଟର (୦.୦୧%) ଅଛନ୍ତି।

SIR–୨୦୨୬ର ଚୂଡ଼ାନ୍ତ ଭୋଟର ତାଲିକାରେ ନିଜର ବିବରଣୀ ସମ୍ପୃକ୍ତ ବୁଥ୍‌ ଲେଭେଲ୍‌ ଅଫିସର (BLO)ଙ୍କ ସହ ଯୋଗାଯୋଗ କରି କିମ୍ବା CEO Odishaର ୱେବସାଇଟ୍ ମାଧ୍ୟମରେ ଯାଞ୍ଚ କରିପାରିବେ।

ଚୂଡ଼ାନ୍ତ ତାଲିକା ପ୍ରକାଶ ପରେ ଅପିଲର ବ୍ୟବସ୍ଥା ମଧ୍ୟ ରହିଛି। SIR–୨୦୨୬ର ଦାବି ଓ ଆପତ୍ତି ପର୍ଯ୍ୟାୟରେ ନୋଟିସ ପାଇ ଶୁଣାଣିରେ ଅଂଶଗ୍ରହଣ କରିଥିବା ଯେଉଁ ଭୋଟରମାନେ ସମ୍ପୃକ୍ତ ERO/AEROଙ୍କ ନିଷ୍ପତ୍ତିରେ ସନ୍ତୁଷ୍ଟ ନୁହନ୍ତି, ସେମାନେ ଚୂଡ଼ାନ୍ତ ଭୋଟର ତାଲିକା ପ୍ରକାଶ ତାରିଖଠାରୁ ୧୫ ଦିନ ମଧ୍ୟରେ ପ୍ରଥମ ଅପିଲ କର୍ତ୍ତୃପକ୍ଷ, ଜିଲ୍ଲା ନିର୍ବାଚନ ଅଧିକାରୀ–ତଥା–ଜିଲ୍ଲାପାଳ, କୋରାପୁଟଙ୍କ ନିକଟରେ ଅପିଲ କରିପାରିବେ।

ଦ୍ୱିତୀୟ ଅପିଲ ମୁଖ୍ୟ ନିର୍ବାଚନ ଅଧିକାରୀ, ଓଡ଼ିଶାଙ୍କ ନିକଟରେ କରାଯାଇପାରିବ। ଜିଲ୍ଲା ନିର୍ବାଚନ ଅଧିକାରୀ–ତଥା–ଜିଲ୍ଲାପାଳ, କୋରାପୁଟଙ୍କ ଆଦେଶ ତାରିଖଠାରୁ ୩୦ ଦିନ ମଧ୍ୟରେ ଦ୍ୱିତୀୟ ଅପିଲ କରିବାକୁ ପଡ଼ିବ। ଅପିଲକାରୀ ନିଜେ ସ୍ୱାକ୍ଷର କରିଥିବା ମେମୋରାଣ୍ଡମ୍‌ ମାଧ୍ୟମରେ ଅପିଲ ଦାଖଲ କରିପାରିବେ ଏବଂ ନିର୍ଦ୍ଧାରିତ ସମୟସୀମା ମଧ୍ୟରେ ରେଜିଷ୍ଟର୍ଡ ପୋଷ୍ଟ ମାଧ୍ୟମରେ ମଧ୍ୟ ପଠାଇପାରିବେ।

କୋରାପୁଟ ଜିଲ୍ଲାରେ SIR–୨୦୨୬ର ସମସ୍ତ ପର୍ଯ୍ୟାୟରେ ବିଭିନ୍ନ ରାଜନୈତିକ ଦଳ ସକ୍ରିୟ ଭାବେ ଅଂଶଗ୍ରହଣ କରିଥିଲେ। ନିଜ ନିଜ ବୁଥ୍‌ରେ ନିଯୁକ୍ତ Booth Level Agents (BLAs)ଙ୍କ ମାଧ୍ୟମରେ ମୃତ, ସ୍ଥାନାନ୍ତରିତ ଓ ପୂର୍ବରୁ ନାମ ଥିବା ଭୋଟରମାନଙ୍କୁ ଚିହ୍ନଟ କରିବା, ଖସଡ଼ା ଭୋଟର ତାଲିକା ଯାଞ୍ଚ କରିବା ଏବଂ SIR–୨୦୨୬ ସମ୍ପର୍କିତ ବିଭିନ୍ନ ସମୀକ୍ଷା ବୈଠକରେ ଯୋଗଦେବା ଭଳି କାର୍ଯ୍ୟରେ ସେମାନେ ସହଯୋଗ କରିଥିଲେ।

SIR–୨୦୨୬ର ମୂଳ ନିର୍ଦ୍ଦେଶକ ନୀତି ଓ କାର୍ଯ୍ୟକାରୀ ଉଦ୍ଦେଶ୍ୟ ଥିଲା— “କୌଣସି ଯୋଗ୍ୟ ଭୋଟର ତାଲିକାରୁ ବାଦ ପଡ଼ିବେ ନାହିଁ ଏବଂ କୌଣସି ଅଯୋଗ୍ୟ ବ୍ୟକ୍ତି ଭୋଟର ତାଲିକାରେ ସାମିଲ ହେବେ ନାହିଁ।”
